Grimsby and Immingham Port Health Charges


Charges are reviewed and increases implemented in April at the start of the financial year. There may be changes at other times and you should check this page regularly for updates. 

Common Health Entry Documents (CHEDs) & Border Control Post (BCP) examinations

CHED-P – Product of Animal Origin Imports

Council Regulation (EU) 2017/625 lays down the minimum harmonised charge in Euros for imports of certain animal products. The charges are calculated based on the gross tonnage of a consignment, rounded up to the next full tonne.

The Regulation does not set a conversion rate and no official exchange rate for 2020 has been confirmed, therefore North East Lincolnshire Council has decided to keep the minimum charges the same as the previous year until we are notified of any further changes.

The charges applicable from the 1 April 2023 are as follows:

  • Consignments up to 6 tonnes are subject to a minimum charge of £53.61 per consignment.
  • Additional tonnage between 7 – 46 tonnes is charged at £8.82 per tonne.
  • For consignments over 46 tonnes, a maximum charge of £407.93 is applicable.

There is one set of charges for imported products from all third Countries other than New Zealand (who have an equivalence agreement with the EU and therefore are subject to a reduced charging regime).

Frozen Products of Animal Origin from New Zealand:

  • Consignments up to 6 tonnes are subject to a minimum charge of £41.45 per consignment
  • Additional tonnage between 7 & 46 tonnes £6.81 per tonne
  • Consignments over 46 tonnes are subject to a maximum charge of £313.85 per consignment

CHED-D – High Risk Food Not of Animal Origin Imports

There is a charge of £60 per CHED-D documentary check. Any additional enforced sampling will incur additional charges on a cost recovery basis in line with costs imposed by the analyst. Please enquire for further information.

Illegal, Unreported and Unregulated fishing (IUU)

For low risk consignments £24 per flag state country. Imports coming directly from the following flag states are currently defined as low risk:

  • EEA/EFTA country (Norway, Iceland, Faroe Islands)
  • Country with a bilateral agreement with the EU for IUU purposes (USA, Canada, New Zealand), for example fish caught by a US fishing vessel and processed in a US approved establishment

For high risk consignments £48 per flag state country. The following imports are currently defined as high risk:

  • Fish caught by other third country fishing vessel,
  • Fish from EU/bilateral/EEA/EFTA countries that have been processed in a third country (indirectly imported), e.g. fish caught by a US fishing vessel and processed in a Vietnamese approved establishment. (Fish caught by a vessel registered to an EU/EFTA/bilateral country and subsequently processed in another third country loses its low risk status and is charged at the higher rate.)

Plastic kitchenware

There is a charge of £45 for a document check. Any additional enforced sampling will incur additional charges on a cost recovery basis in line with costs imposed by the analyst.

Export certification

  • Export Health Certificate (to issue a new certificate or re-issue amended certificate) £137 plus VAT
  • Administration fee (to amend already issued Export Health Certificate) £68 plus VAT
  • Out of hours fee to issue Export Health Certificate (Monday to Friday between the hours of 7pm and 7am) £274 plus VAT
  • Out of hours fee to issue Export Health Certificate (Friday 7pm to Monday 7am) £274 plus VAT
  • Out of hours fee to issue Export Health Certificate (Bank Holidays) £274 plus VAT

Organic certification

There is a flat rate £45 charge that has been agreed nationally for this.

Non-manipulation certificate

A fee of £60 is required for a non-manipulation certificate on Exports or Imports.

Ship Sanitation Certificates/Inspections (SSC)

The charges are nationally agreed and are calculated based on the Gross Tonnage of the vessel. The current charges are (from 1 April 2022):

A Ship Sanitation Certificate Extension may be issued. There is a fee of £95 for this service and the existing certificate must be in date.

With the exception of:

  • Vessels with the capacity to carry between 50 and 1000 persons = £480
  • Vessels with the capacity to carry more than 1000 persons = £820

Ships water sampling

There is a charge of £133 per sample taken for routine microbiological or legionella testing.

Any other requested chemical sampling will incur additional charges in line with costs imposed by the analyst. Please enquire for further information.
